The Foreigner's Permanent Residence Permit, as the legal identity for the residency in China of foreigners who have acquired the qualification for permanent residency in China, can be used alone. Personnel of foreign nationality with the Foreigner's Permanent Residence Permit in China may enjoy the entitlements as follows:

Article 1 In principle, foreigners may enjoy the same rights and bear the same obligations as the Chinese citizens except for political rights and the rights and obligation as otherwise specified by laws and regulations.

Article 2 The period of residency in China will not be limited. Foreigners may, via a valid passport and the Foreigner's Permanent Residence Permit, come in and go out of China's territory without going through visas or other procedures; their spouses and lineal relatives may apply for visas, residence certificates or the Foreigner's Permanent Residence Permit in accordance with relevant regulations.

Article 3 In the event of coming in and going out of China's territory, procedures regarding personal articles shall be gone through in accordance with relevant regulations of the Customs on resident passengers.

Article 4 The Foreigner Employment Permit is not needed for working in China; foreigners who meet related requirements are rendered priority to apply for the Foreign Expert Certificate, the Homecoming Expert Certificate and the talent working and residence permit in certain regions.

Article 5 Foreigners may either establish foreign-funded enterprises by technology contribution, technology investment or other methods, or participate in foreign direct investment in China by lawfully acquired RMB.

Article 6 In the event of participating in investment projects and establishing foreign-funded enterprises, development and reform departments, commercial departments, industry and commerce departments, foreign exchange departments and other relevant authorities shall simplify the process of examination and approval in compliance with relevant regulations on foreign investment control so as to enhance efficiency.

Article 7 Foreigners may take the test of professional and technical work qualifications and the test for professionals.

Article 8  Upon satisfaction of related requirements, the start of the accompanying children's compulsory education may enjoy relevant policies. The procedures of enrollment or transfer shall be handled by the education administrative department in the place of residence pursuant to the principle of nearby school without any charge except for those specified by the state.

Article 9 Foreigners may go through all the procedures of social insurance via the Foreigner's Permanent Residence Permit as the valid identity. Those who work in China may take out all social insurances according to the Social Insurance Law of the People's Republic of China; those who reside but not work in China and meanwhile satisfy the regulations on overall planning of social insurance may enjoy social insurance at the level of basic medical insurance and social pension insurance for urban residents. In the event of social insurance transfer or termination, the authority shall simplify and facilitate the procedures according to relevant regulations.

Article 10 Foreigners may pay and use their housing provident funds in the place of work subject to the Administrative Regulations on Housing Provident Fund. They may also withdraw or transfer the same when leaving such place.

Article 11 Foreigners may purchase self-use and self-occupation commercial housing in China pursuant to relevant regulations exempt from observing the limit of over one year's working or studying for purchasing self-use and self-occupation commercial housing in China as specified by the Opinions on Regulating the Access to and Administration of Foreign Investment in the Real Estate Market.

Article 12 Foreigners shall perform corresponding obligations to pay income tax pursuant to the tax laws and regulations of China and tax treaties.

Article 13 In the event of going through the formalities of banking, insurance, securities, futures and other financial transactions, foreigners may enjoy the same rights and bear the same obligations and statistics jurisdiction as Chinese citizens via the Foreigner's Permanent Residence Permit as the valid identity.

Article 14 Foreigners may apply for foreign exchange transactions and outward remittance upon paying taxes according to law and presenting a tax proof for foreign payment. Foreigners may go through such formalities of foreign exchange transactions via the Foreigner's Permanent Residence Permit as the valid identity according to relevant regulations.

Article 15 In the event of shopping, buying tickets for public parks or various stadiums, entertainment or traveling consumption, foreigners may enjoy the same entitlement and price as Chinese citizens.

Article 16 In the event of taking a domestic flight, foreigners may go through boarding procedures via the Foreigner's Permanent Residence Permit; in the event of taking a domestic train, foreigners may buy the ticket via the same; in the event of staying in a hotel, foreigners may also check in via the same.

Article 17 Foreigners may enjoy the same entitlement of applying for the Motor Vehicle Driving License and motor vehicle registration as Chinese citizens. In the event of applying for or altering an overseas permit with the Motor Vehicle Driving License of the People's Republic of China for the first time, such permit shall be verified and issued by the public security authority by submitting the Foreigner's Permanent Residence Permit, residence registration and physical qualifications issued by public security departments after passing related exam. Application for motor vehicle registration may be handled by public security departments upon provision of the Foreigner's Permanent Residence Permit, residence registration and relevant motor vehicle proof issued by public security departments.

Article 18 In the event of application for or restoration of Chinese nationality, the public security authority shall simplify and facilitate the procedures according to relevant regulations.

Article 19 These Measures shall be interpreted by the Ministry of Human Resources and Social Security and the Ministry of Public Security in conjunction with relevant authorities.

Article 20 These Measures shall come into force as of the date of promulgation.
