Harbin, the capital city of China's northernmost Heilongjiang province, recently launched 30 preferential talent policies to support local economic development and industrial vitalization.
The qualified talents will receive financial incentives and enjoy preferential services in such fields as housing subsidies, transportation, education, and medical services.
It was stated that these are the most attractive talent policies launched by Harbin in its history, and they will officially take effect on March 10.
According to the new policies, Harbin will strive to introduce a group of high-level talents and teams with highly innovative and entrepreneurial capabilities. They will also attract urgently-needed talents and teams in order to build a modern industrial system, complete key industrial chains, and increase the city's core competitiveness.
A one-time reward of up to 10 million yuan ($1.49 million) will be offered to talent teams that start businesses in Harbin.
Additionally, for newly-introduced full-time doctoral graduates working in Harbin, the government will give a one-time 100,000 yuan settling allowance to each person, and a 3,000-yuan-per-month living allowance for three consecutive years.
For newly-introduced talents that have a master's degree and graduated within five years, the government will give a settling allowance of 30,000 yuan and a 2,000-yuan-per-month living allowance for three consecutive years.
A living allowance of 1,500 yuan per month will be given for three consecutive years to newly-introduced preparatory technician and industrial graduates from technical colleges and full-time undergraduates, within five years of their graduation.
