It is a crucial support for unleashing the potential of data elements and serves as an important engine for accelerating the transformation of economic and social development in terms of quality, efficiency, and driving force.

The "14th Five-Year Plan" for the development of the big data industry emphasizes the full utilization of multilateral and bilateral international cooperation mechanisms to support domestic and foreign big data enterprises in deep collaboration in areas such as technology research and development, standard setting, product services, and intellectual property. It encourages multinational companies and research institutions to establish big data research centers and education and training centers in China. Active participation in the formulation of international rules and digital technology standards regarding data security, digital currency, digital taxation, and others is also encouraged.

China continues to strengthen its support in policies, talent, and funding, injecting strong momentum into the subsequent development of the big data industry. In terms of policies, the central government has issued a series of supporting documents, focusing on the deployment of the big data industry, digital technology, data element markets, data security, and other aspects. Regarding talent, more than half of the "Double First-Class" universities have established majors related to big data. In terms of funding, several provinces have established special funds or implemented tax incentives to provide targeted support and cultivation for big data enterprises and applications.

In 2021, the number of published papers in the field of big data in China accounted for 31 percent of the world, and the total number of accepted patents related to big data accounted for over 50 percent of the world, ranking first.
