Dalian fast-tracks Jinzhou Bay airport and airport economic zone

On May 28, officials held a work meeting at the Jinzhou Bay Airport Economic Zone in Dalian, Liaoning province to accelerate the construction of Jinzhou Bay International Airport and its economic zone.

The meeting emphasized developing the airport industrial cluster with high standards and strategic planning to strongly support the high-quality development of Dalian’s "two pilot zones" - areas pioneering industrial optimization and socio-economic progress.

They conducted an on-site inspection of the core area of the airport economic zone, gaining a detailed understanding of the master plan, industrial layout, land acquisition and resettlement, and progress in supporting infrastructure. They were also briefed on development, investment promotion, and airport construction and operations.

The meeting pointed out that Jinzhou Bay International Airport and the airport economic zone are key to improving Dalian’s urban functions, as well as building a modern industrial system. It called for coordinated development and operation of both the airport and the economic zone, efficient land utilization, clear e functional positioning, optimized spatial planning, and space reserved for future development. Efforts will focus  on enhancing capabilities in air logistics, e-commerce, comprehensive bonded zones, international exhibitions, and airline services, accelerating the development of a distinctive and competitive modern airport industrial system.

The meeting stressed the importance of targeted investment promotion focused on airport-related industries and proactive planning of modern logistics sectors such as cold chain, transit, and supply chain logistics. It also called for cultivating aviation services including aircraft maintenance, manufacturing, finance, and technology, promoting innovation in trade in services, and integrating culture, sports, tourism, business, and exhibitions. New business models like cross-border e-commerce and low-altitude economy will also be strengthened.

The meeting also urged the improvement of infrastructure gaps in water, power, gas, heating, and sewage treatment. At the same time, it called for enhancing support amenities  such as schools, hospitals, commercial complexes, and talent apartments to improve the region’s overall capacity and attractiveness.

On construction and operations, the meeting stressed balancing quality investment with efficient development. It called for strict control of quality, timelines, and costs, attracting professional operators and talent, and advancing route planning and commercial services. Strong coordination and accountability were emphasized to ensure the project is high-quality and well-managed.
