Northeast China's Liaoning province unveiled the 8th batch of exemplary reform and innovation practices from the China (Liaoning) Pilot Free Trade Zone, to be promoted across the province. Among the 28 new practices, 13 were contributed by the Dalian Free Trade Zone, accounting for 46 percent of the total and ranking first among all sub-zones.
These practices span five key areas: government function transformation, trade facilitation, industrial upgrading, expanded opening-up, and participation in standard-setting.
In the area of government function transformation, seven practices were selected, including two from Dalian FTZ: full lifecycle enterprise services and a proactive disclosure platform aimed at improving the business environment.
In terms of trade facilitation, Dalian FTZ contributed three out of the seven selected practices: digital screening for intelligent customs tax analysis, a new regulatory model for blended mineral products, and mutual recognition of electronic quarantine certificates for imported food.
As for industrial upgrading, six practices were selected province-wide, including Dalian FTZ’s digital innovation for supervising critical raw materials in the semiconductor supply chain.
In the category of expanded opening-up, Dalian FTZ accounted for five of the six selected practices. These include a priority customs clearance model for international bulk cargo vessels, offshore spot trading for imported soybeans, a credit-based financing platform for foreign trade enterprises, a new mechanism for full-process services for overseas talent in China, and targeted tax services for foreign nationals.
In the area of standard-setting, both selected practices came from Dalian FTZ: new transport standards for large lithium battery cargo on ships and a tailored work mechanism for shipping new petrochemical products.
Since its launch, Dalian FTZ has rolled out a number of influential and pioneering initiatives, reinforcing its role as a comprehensive testbed for deepening reform and opening-up. To date, nine of its practices have been replicated nationwide, while 114 have been promoted across Liaoning province.
