Xiamen has rolled out the implementation plan for the comprehensive pilot program on expanding the opening-up of its service sector. The plan introduces 111 pilot tasks, including 106 common tasks and five differentiated ones.
106 common pilot tasks focus on several key areas:
Telecommunications and digital industries: Priority support will be given to the introduction and development of telecommunications services and related digital industries, as well as easing foreign equity caps on value-added telecom services.
Healthcare and wellness: Enhancing opening-up and service support in the healthcare and wellness sector, while expanding biotech pilots.
Finance: Advancing international cooperation and deepening the pilot program for Qualified Foreign Limited Partners (QFLP).
Commerce, culture and tourism: Creating an international consumption environment and promoting the debut economy and digital consumption.
Advanced manufacturing and modern services: Enhancing the international competitiveness of the integration between advanced manufacturing and modern services, with expanded scenarios.
New business models in the service sector: Supporting new business models in the service sector, including the construction of an aviation maintenance base.
Trade and investment facilitation: Upgrading the International Trade Single Window.

Promoting BRICS service trade cooperation in the digital economy, green development and supply chains.
Leveraging national export bases to enhance cultural bonded services and cultural export mechanisms.
Building offshore computing infrastructure to enable data flows under "domestic territory, offshore customs" conditions.
Supporting bonded bunkering of green marine fuels for international vessels and exploring blended biofuel exports using bonded imported fuel oil as raw material.
Applying a streamlined customs facilitation model for eligible imported research materials.
Leveraging key parks and platforms to build new hubs for opening-up:
Xiamen Free Trade Zone: Exploring trade, introducing financial and rule-alignment pilots, developing into a digital free trade zone, establishing a global one-stop aviation maintenance base, and upgrading characteristic service export bases.
BRICS PartNIR Innovation Center: Promoting cooperation in areas such as technology trade and intellectual property.
Maritime Silk Road Central Legal District FTZ Pilot Zone: Providing high-quality foreign-related legal services and legal guarantees for service sector opening-up.
