Binhai new area is ranked in the top ten in terms of business climate, according to the 2018 China Credit Well-off Index survey by China Xiaokang.com and Xiaokang magazine.

The "Regulations on Creating a Good Environment for Entrepreneurship Development", issued by the Municipal Party Committee and the Municipal Government, lists eight necessary steps including protecting the property rights of entrepreneurs, recognizing independent management rights , allowing fair competition, stimulating entrepreneurial innovation, and improving incentive mechanisms for entrepreneurs.
