The Changxing Island Economic and Technological Development Zone boasts prominent geographical advantages, with Dalian to the south and the urban agglomerations of Anshan, Shenyang, and other central Liaoning cities to the north.

Situated 292 kilometers from Shenyang by land and 83 kilometers away from Dalian, its strategic positioning facilitates easy access. At sea, it stands 84 nautical miles from Qinhuangdao Port, 170 nautical miles from Tianjin Port, 339 nautical miles from Incheon Port in South Korea, and 646 nautical miles from Nagasaki Port in Japan.

As an aviation hub, it lies just 110 kilometers from Dalian Zhoushuizi International Airport and 90 kilometers from a new airport. Zhoushuizi Airport serves as the primary gateway airport in Northeast China, offering an extensive network of 188 routes, including 158 domestic routes and 30 international and regional routes. With connections to 109 cities in 13 countries and regions, as well as China’s Hong Kong, Macao, and Taiwan, it forms a nationwide coverage and extends its reach to Russia, Japan, South Korea, and beyond, encompassing routes in Europe, America, Australia, and Asia. The airport facilitates approximately 117,000 flights per year, catering to an annual passenger throughput of 17.5 million.

The zone benefits from efficient land transportation, situated 292 kilometers from Shenyang in the north, reachable within 1.2 hours by high-speed train. It also lies 600 kilometers from Harbin, accessible within 3.5 hours by high-speed train. Conveniently, it is approximately 30 kilometers from Wafangdianxi high-speed railway station and 83 kilometers from the Dalian expressway exit in the south, achievable within 1 hour by car.

With a total road mileage exceeding 500 kilometers, the zone is well-connected to national and provincial highways via three main roads: Pichang Expressway, Chengba Highway, and Xizhongdao Petrochemical Avenue. Moreover, over 50 kilometers of railways have been constructed, linking the zone to the Harbin-Dalian Railway. Notably, Xizhong Island, Changxing Island Petrochemical Industrial Park, and the public port area all feature railway access.

The zone boasts a deep-water harbor, with a total coastline length of 189 kilometers, 120 kilometers of which are designated for ports and industrial coastlines. Following an inspection in 2005, an expert group from the Ministry of Transport identified Dalian Changxing Island as the sole deep-water coastline in China yet to be fully developed, positing it as the prime deep-water port coastline resource in Bohai Bay.

Additionally, the zone boasts a total of 43 berths, including 26 transport berths and 17 shipbuilding berths, with 35 berths accommodating vessels over 10,000 tons. Ranked as the second largest combined port in Dalian, the zone features three 300,000-ton liquid bulk terminals and three 100,000-ton liquid bulk terminals in Beigang district, all of which have been completed and put into operation.
