Step 2: Registration for enterprise founding
Application for establishment
This operation is available for users whose applications for name declaration have been approved and for users that handle registration for new enterprises founded with no name approval:
I. Users whose applications for name declaration have been approved
Subject to providing the approved enterprise name and approval notice number, you may enter and submit enterprise founding information.
II. Users that handle registration for new enterprises founded with no name approval
1. Branch of any FIE;
2. Branch of any Taiwan, Hong Kong or Macao-invested enterprise;
3. Branch of any company founded in any foreign state/region;
4. Any company that is founded in any foreign state/region and engaged in business activities within the territory of the People’s Republic of China.
Electronic signature and submission
Install the Hainan e-registration APP and apply for a signature certificate for signing by code scanning, where no login is needed. After signing, click the “Submit” key to submit all the data to the market supervision and administration authority for review.
Review of materials
Your submitted materials will be fully reviewed within three working days. Please wait patiently.

Approval notice requests for on-line electronic signature. Install the Hainan e-registration APP and apply for a signature certificate for signing by code scanning, where no login is needed.
Printing of application materials
Upon approval of materials, you need print all the application materials and handle originals of all the materials set out as follows at the municipal administration for market regulation.

Granting of business license
Business license comprises an electronic version and paper version. Upon signing, the electronic business license will be granted or alternatively, the paper business license will be granted with data at the municipal administration for market regulation. The granting of a business license marks the end of an enterprise's founding a business.
