1 Content
This project will utilize an established hospital platform and outpatient department which has obtained a license for independent operation, sharing the platform's operating room, some hospital beds and other required facilities. After the project has matured, it will receive additional improvements according to the development of the enterprises, and the market will be gradually expanded to the whole country.
2 Positioning
Introducing advanced chronic disease diagnosis and treatment management models from foreign countries, and basing them on evidence-based medicine to realize early detection and early prevention. Conducting coordinated management through outpatient services to provide the best methods of diagnosis and treatment by combining advanced medicine and medical informatics.
3 Goals and Targeted Investors

To build an excellent medical center in a pioneering area based on clinical medical services, integrating international advanced medical service models and management models, to provide patients with higher quality diagnosis and treatment and a better medical experience, and to continuously promote innovation in medical services.

★ Introducing large-scale social medical investment institutions or public hospital institutions with a certain "advantaged specialty department", rich experience and professional capabilities in medical projects. They must also have solid financial strength and operational management experience, and provide necessary medical education services.
4 Analysis of Strengths
(1) Preferential Policies
In 2018, Guiding Opinions on Supporting Hainan’s Comprehensive Deepening of Reform and Opening-up, issued by the CPC Central Committee, proposed specific requirements such as: “Fully implement and improve the policies of Boao Lecheng International Medical Tourism Pilot Zone, encourage the development and application of new medical technologies, new equipment and new drugs, and formulate facilitation policies to support overseas patients to receive diagnosis and treatment in the pioneer zone" and "vigorously introduce high-quality medical resources, encourage social forces to develop high-level medical institutions, promote international and domestic medical resource cooperation, and actively introduce outstanding health professionals". These indicate the direction that the medical and health industry in the pilot zone should take in terms of its development.
To promote the high-quality development of Boao Lecheng International Medical Tourism Pioneer Zone and accelerate the promotion of Hainan’s Pilot Free Trade Zone and the construction of a free trade port with Chinese characteristics, the "Measures to Support the Development of Boao Lecheng International Medical Tourism Pioneer Zone (For Trial Implementation)" (Provincial People’s Government of Hainan [2019] No. 37) issued by the Provincial People’s Government of Hainan proposed seven measures to give the pilot zone administration relatively independent administrative powers, financial rights, and personnel rights, providing institutional support for the rapid development of the pilot zone in terms of institutional mechanisms.
(2) Site Selection Advantages
An optional site for the first stage of the project is the established hospital platform located in the Boao Lecheng Medical Tourism Pioneer Zone. This would mean adopting the "cooperative diagnosis and treatment and resource sharing" model, setting up independent clinics in the established hospitals, and sharing operating rooms, beds and other medical resources. This method is more convenient and quicker than newly-built clinics and hospitals, and can also save costs, so it is extremely attractive to experimental clinics.
5 Project planning and support facilities
The project site is located at the center of the pioneer zone, 5.5 kilometers away from the regional service center, 3.5 kilometers away from Boao Airport, 3.5 kilometers away from Boao Railway Station, 5 kilometers away from the entrance of the east part of the expressway that circles the entire island, and 6 kilometers away from Qiongwen Expressway, with its convenient traffic conditions.
To date, 16 projects have started construction in the pioneer zone, of which nine medical institutions have been opened and operated, and the medical system here has been gradually improved. Industrial clusters have formed in fields like tumor prevention and treatment, assisted reproduction, cosmetic medicine, anti-aging, and stem cell research. A total of 51 academician expert teams have been introduced. They have worked on more than ten domestic "firsts", including the application of new international medical drugs, new equipment, and new technologies. The "triple synchronizations with the international advanced level" in medical technology, equipment and drugs has been realized, creating a good situation for the high-quality development of international health tourism and the high-end medical service industry.
In April 2019, the provincial government established the Lecheng International Medical Tourism Pioneer Zone Administration to further promote the high-standard and high-quality development of international medical tourism and high-end medical services in Lecheng Pioneer Zone, and achieve "triple synchronizations with the international advanced level" in medical technology, equipment and drugs, which will make Lecheng Pioneer Zone an important pioneer zone for the construction of a free trade port with Chinese characteristics. There has also been pre-exhibition research, preparation planning, timing design, and the formulation of project landing rules.
